Three Rivers College is committed to providing equal opportunity in all areas of education, recruiting, hiring, retention, promotion, and contracted service. The college does not sponsor non-residents for purposes of employment.

Students who believe that they have been harassed in violation of this policy should report the alleged harassment to the Chief of Student Services Officer. Employees who believe that they have been harassed in violation of this policy should report the alleged harassment to the Human Resources Office. All complaints of violation of this policy will be promptly investigated and appropriate action will be taken.

Three Rivers College upholds the first amendment rights of free speech and the right to assemble peaceably on college property. However, such rights are not absolute, and the rights to regulate time, place and manner of such expressions on college campuses is well- established. In order to honor the right of free speech and expression to the entities that wish to communicate with students and employees of the college in a peaceful manner, while protecting against the intrusion upon or interference with the academic programs and administrative processes of the college, the following policy has been adopted.

Three Rivers College has the right to:

  • Restrict expressive activities that violate local ordinances or state or federal laws;
  • Restrict expressive activities that disrupt traffic on campus or obstruct access to campus locations;
  • Restrict speech that is not entitled to “protected” status, such as speech/expression that consists of obscenity, fighting words, threats of physical harm, or incites imminent violence; and
  • Restrict expressive activities that substantially and materially disrupt the functioning of the college.

Three Rivers College strictly prohibits disruption of the teaching and learning environment, interference with the efficient operation of the college, or the daily work of college employees and others. This includes any disruptive manner of solicitation and the distribution of commercial literature on all college properties.

As cited in the “Campus Free Expression Act”, any person who wishes to engage in noncommercial expressive activity on campus “outdoor space” shall be permitted to do so freely, as long as the person’s conduct is lawful and does not materially and substantially disrupt the functioning of the institution. The outdoor areas of the campus are open to the public however, may be subject to restriction of reasonable time, place and manner per College Policy and Regulation 1201.

Three Rivers College defines solicitation for commercial purposes and is not permitted unless approved by the college. No employee of Three Rivers College shall use their affiliation with the college for commercial or promotional purposes. The name or seal of the college shall not be used for non- college affiliated commercial endorsements unless specifically approved. Violations of this policy may result in removal of any individual or group from campus.

Agents, solicitors and sales persons shall not be permitted on college property to conduct any commercial activity without prior approval of the college. Any entity seeking to distribute commercial materials or assemble only on the outdoor areas that are on the grounds of any Three Rivers College location must complete an application. This application form is available through the college communications office. An approved reservation may allow distribution of commercial materials or expressive activity on the grounds of the college campus. No reservations shall be granted during any official final examination period. Failure to follow any rules and restrictions established herein shall result in loss of privileges.

The Three Rivers College Code of Ethics establishes standards of professional conduct for all individuals employed by the college, as well as volunteers and representatives acting as agents of the college, and students. The college president is the official spokesperson for Three Rivers College therefore no person shall represent themselves as speaking on behalf of the college without authority.

As additional statements of our responsibilities and standards, we further specifically adopt the AAUP Statement of Professional Ethics (adopted 1966 and 1987) and the definition and discussion of academic freedom found in the AAUP 1940 Statement of Principles on Academic Freedom and Tenure and 1970 Interpretive Comments. The faculty, staff, and administration of Three Rivers College believes in academic freedom; respect for our students and colleagues; maintaining a safe work environment; excellence in teaching, scholarship and service; intellectual and personal honesty; fairness, non-discrimination and diversity; respect for our institution and traditions; and high standards of integrity as role models for our students and our community. In order to maintain these standards, we:

  1. Respect, support and defend the principles of academic freedom.
  2. Respect principles of shared governance and accept mutual responsibility for the governance of the college.
  3. Maintain the highest standards of personal and intellectual honesty in professional matters.
  4. Respect, support and defend our professional and institutional standards.
  5. Seek and share knowledge in our discipline and state the truth as informed by current research.
  6. Strive to use effective teaching practices and teach our students with rigor and compassion.
  7. Develop and improve our scholarly and creative competence and conduct our work with integrity.
  8. Treat colleagues and students fairly, with respect, civility, and decency, valuing personal boundaries without exploitation, and without discrimination.
  9. Allocate resources fairly and equitably, consistent with institutional goals and objectives without discrimination or favoritism.
  10. Maintain confidentiality, objectivity, fairness, and impartiality in all evaluative activities involving students and colleagues.
  11. Exercise good stewardship and responsibility for college property and resources.
  12. Comply with college policies and regulations.
  13. Comply with all Local, State, and Federal laws and regulations.
  14. Maintain a high level of decorum and bearing in all actions, so to be a role model of professionalism.
  15. Avoid all types of personal and professional conflicts.

Three Rivers College intends to provide and encourage personal health and wellness among its employees and students. In order to maintain, support, and preserve high standards of excellence consistent with the college mission and goals, the college has established an alcohol and drug-free work and learning place. An exception may be granted for alcoholic beverages to be served on College owned or controlled property at the discretion of the College President.

Any person suspected of being under the influence of alcohol, drugs, or controlled substances while on college premises may pose a serious risk to themselves and to others. The College reserves the right to remove any person from the College deemed a threat to others.

Under the Drug-Free Workplace Act, employees must notify the employer in writing, no later than five days after conviction for violation of any criminal alcohol or drug statute. A conviction is a finding of guilt (including a plea of no contest or nolo contendere) or imposition of sentence, or both, by any judicial body charged with the responsibility to determine violations of the criminal drug statutes.

Consistent with the college mission and goals, the manufacture, distribution, dispensing, possession, use, or being under the influence of alcoholic beverages, drugs and/or other controlled or unlawful substances by students or employees is prohibited on all college-owned, controlled, and leased property. In addition, this behavior is prohibited at off-campus sponsored student functions of the College.

All Federal, state, and local laws apply with the Supremacy Clause/Doctrine of Pre-emption, which states that the Federal Law supersedes in cases of conflicting legislation. Unlawful possession use or distribution of illicit drugs and/or alcohol on college premises; or as a part of college activities is strictly prohibited under MO. Statute Sec. 178.835.

It is the policy of Three Rivers College to provide a safe learning and working environment. The College has established procedures to ensure all students, faculty and staff are advised on depression and suicide prevention. The College has anonymous methods for reporting unsafe, potentially harmful, dangerous, violent, criminal activities, or the threat of such activities in accordance with Senate Bill NO. 52 of the 99th General Assembly of the State of Missouri.

Through the Office of Human Resources and the Office of Student Services Office, the College has procedures in place for identifying and addressing the needs of students, faculty and staff exhibiting signs of depression and suicidal tendencies. Incoming students are required to attend an orientation course that includes information on depression and the prevention of suicide.
